To accelerate technological advancements in China's wind power equipment manufacturing industry and boost the growth of wind energy, the Ministry of Finance on August 19 released the "Provisional Measures for the Management of Special Funds for the Industrialization of Wind Power Generation Equipment." The measures outline the subsidy standards and funding guidelines for the central government's special funds allocated to industrializing wind power equipment, while also specifying the eligible beneficiaries, funding mechanisms, and eligibility criteria for these industrialization grants.
According to the Measures, the central government will provide a subsidy of 600 yuan per kilowatt for the first 50 wind turbine units produced by eligible wind equipment manufacturing enterprises. This subsidy will be split equally between complete machine manufacturers and key component manufacturers, with each accounting for 50% of the total. For individual key component manufacturers, the subsidy amount will generally be determined based on their respective cost proportions, with a particular emphasis on supporting companies producing converters and bearings. Importantly, the industrialization funds must be earmarked exclusively for expenditures related to the research and development of new wind equipment products.
The Measures clearly state that the recipients of industrialization funding are Chinese-funded and Chinese-controlled enterprises based in China, engaged in the manufacturing of wind power equipment—including complete machines as well as components such as blades, gearboxes, generators, converters, and bearings. The funding primarily provides subsidies for the first 50 newly developed, commercially viable megawatt-scale wind turbine units and their corresponding components, with subsidy amounts determined based on installed capacity and predefined standards.
According to the Measures, wind power equipment manufacturing companies applying for industrialization funding must meet six criteria: 1. The equipment must possess independent intellectual property rights and a recognized brand—whether developed independently, jointly with partners, or through re-innovation of imported technologies—and must have complete technical documentation. 2. Each wind turbine unit must have a single-unit capacity of 1,500 kilowatts or more (inclusive). 3. The wind turbine units must have passed product certification by the Beijing Jianheng Certification Center. 4. The blades, gearboxes, and generators配套 with the wind turbines must be manufactured by Chinese-funded or China-controlled enterprises; meanwhile, converters and bearings made by such enterprises—or those under China-controlled ownership—are strongly encouraged. 5. A single company may apply for support for different models of products utilizing the same technology, provided that the power output difference between these models is at least 500 kilowatts (inclusive). 6. The wind turbine units must be fully produced, installed, and commissioned domestically, operating without any faults for more than 240 hours, and must successfully pass acceptance testing by the project owner.
The Measures stipulate that enterprises must strictly adhere to the requirements when submitting applications for industrialization funding along with relevant supporting documents. For companies found to have engaged in fraud or misrepresentation, the Ministry of Finance will reclaim the subsidy funds and hold the responsible entities and individuals accountable.
