It is reported that installing safety monitoring systems on large lifting machinery aims to enable remote surveillance, trigger critical hazard alerts, provide real-time on-site displays, and ensure data recording and storage. This initiative seeks to promote standardization and regularization of on-site operations, ultimately helping prevent catastrophic incidents such as crane collapses. According to available information, our province produces an annual output of 200,000 sets of lifting equipment. Notably, the production and sales of bridge cranes, gantry cranes, jib cranes, electric hoists, and construction elevators have ranked first in China for six consecutive years, making our province the country's largest manufacturing base for bridge and gantry cranes. Currently, all newly manufactured large lifting machines in the province are equipped with advanced safety monitoring management systems, while over 30% of existing large cranes already in use have also been fitted with these systems.

It is reported that the Ministry of Industry and Information Technology (MIIT) is currently working on drafting plans aligned with both the 13th Five-Year Plan and the 14th Five-Year Plan. As China’s industrial development enters a new phase, the State Council’s vision for the growth of the industrial and information sectors is no longer tied to the traditional "every five years" approach of short-term planning. Instead, in line with the State Council’s directives, MIIT will move away from the conventional five-year timeline in its previous plans, extending the planning horizon all the way to 2025 while placing greater emphasis on medium- and long-term strategies. According to reports, the key theme of this latest plan revolves around "transforming China into an industrial powerhouse," and it will culminate in the comprehensive top-down blueprint known as "Made in China 2025." This overarching strategy will be complemented by a tailored "1+x" framework—featuring focused plans for specific industries, sectors, and regions.
Influenced by global economic developments, the construction machinery industry in 2014 remained in a phase of steady operation. To address this, the government introduced a series of mild stimulus policies aimed at boosting socio-economic growth. The introduction of several favorable policies and major infrastructure projects has brought a glimmer of hope to the struggling construction machinery sector, instilling confidence in the industry's eventual recovery. Here’s a review of the key government initiatives launched in 2014, designed to deepen our understanding of the industry's trajectory and prospects for future growth. This year, the Western Development Strategy is placing particular emphasis on critical infrastructure sectors, with a strong focus on shifting significant investments toward the western regions.
1. Lifting Machinery: Lifting machinery refers to electromechanical equipment designed for lifting or lowering objects vertically, or for lifting them vertically while simultaneously moving them horizontally. 2. Key Characteristics of Lifting Machinery Operations: (1) Lifting machinery typically features massive structures and relatively complex mechanisms. During operation, multiple movements in different directions are often performed simultaneously, making the operational techniques quite challenging. (2) The types of loads that can be lifted are highly diverse, with varying weights and shapes. Some objects weigh over a hundred tons, are bulky and irregularly shaped, while others include loose materials, molten substances, or even flammable, explosive, and hazardous goods—making the lifting process both intricate and risky. (3) These machines often need to operate over large areas, requiring significant maneuvering space. Any accident in this context could lead to severe consequences.
1. Responsible for the daily maintenance and management of cranes, monitoring crane production activities to ensure smooth operations. 2. Strictly adhere to safety operating procedures, following the crane operator’s "Ten No-Lift Rules," which include: "Do not lift if loads are not securely tied; do not lift without a designated signal person; do not lift if load weight is unclear; do not lift if visibility is poor; do not lift if sharp edges aren’t properly protected; do not lift if there are people nearby; do not lift if equipment has defects; do not lift in insufficient lighting conditions; do not lift if commands are unclear; and do not lift if balance is unstable." 3. Ensure proficiency in operating various lifting equipment and possess fundamental knowledge of electrical systems, enabling safe operation, proper handling of electricity, and secure equipment performance.
(1) General Provisions: 1. Failing to adhere to workplace discipline—such as dozing off, leaving your post without permission, or consuming alcohol before or during shifts. 2. Entering your workstation without properly wearing the required personal protective equipment as per labor regulations. 3. Operating machinery with rotating parts while wearing gloves, having long hair exposed, or failing to secure the three openings of your work attire (neckline, cuffs, and hem), as well as neglecting to wear safety goggles or using bare hands to remove debris (instead of employing proper tools). 4. Failing to display warning signs in no-fire zones. 5. Smoking during working hours. 6. Wandering between workstations without valid reason, or entering restricted areas or departments without proper authorization. 7. Unauthorized removal or alteration of any safety devices or environmental protection equipment.
