According to China Quality News, the overarching goal for special equipment safety supervision in 2009 was to be guided by Deng Xiaoping Theory and the important thought of the "Three Represents," fully implementing the spirit of the 17th National Congress of the Communist Party of China, the Third Plenary Session of the 17th Central Committee, and the Central Economic Work Conference. It also emphasized deeply embracing the Scientific Outlook on Development, diligently enforcing the newly revised "Special Equipment Safety Supervision and Inspection Regulations," and closely aligning efforts with the national quality inspection conference's directives—specifically focusing on "safeguarding growth, expanding domestic demand, and adjusting the economic structure." In addition, the year would see an intensified push for the "Year of Quality and Safety," bolstering safety oversight of special equipment, advancing energy-saving regulations for high-energy-consuming special machinery, and further reforming and improving the existing framework for special equipment safety supervision.
Article 1: These Regulations are formulated to strengthen the safety supervision and management of construction lifting machinery, prevent and reduce production safety accidents, and ensure the safety of people's lives and property. They are based on the "Regulations on Safety Production Management of Construction Projects," the "Regulations on Safety Supervision and Inspection of Special Equipment," and the "Regulations on Safety Production Licenses." Article 2: These Regulations apply to the leasing, installation, dismantling, operation, and related supervisory management of construction lifting machinery. For the purposes of these Regulations, "construction lifting machinery" refers to equipment listed in the catalog of special equipment, which is installed, dismantled, and used at building construction sites and municipal engineering projects. Article 3: The construction administrative department under the State Council shall oversee construction lifting machinery nationwide.
Article 1: These Regulations are formulated in accordance with the "Special Equipment Safety Supervision and Administration Regulations" to strengthen safety oversight of lifting machinery, prevent and reduce accidents involving such equipment, and ensure the safety of both people and property. Article 2: The manufacturing, installation, modification, repair, use, inspection, testing, and related supervision and inspection of lifting machinery shall comply with these Regulations. For lifting machinery used at construction sites of residential buildings and municipal engineering projects, the supervision and management of their installation and operation shall be carried out according to relevant laws and regulations. Article 3: The State Administration for Market Regulation (hereinafter referred to as SAMR) is responsible for nationwide safety oversight of lifting machinery. At or above the county level, local quality and technical authorities will oversee and enforce these regulations.
